St. Louis Federal Paper Cartridges. Each kit will contain 40 tubes and 4 wrappers for Arsenal packs, plus 4 blue Williams Cleaner cartridges and 4 green tubes for caps.

Each tube is made from 2 distinct paper per the 1855 instructions...there is a Powder Case and Outer wrapper.

These are empty tubes.  Just fill with 60 grains of black powder...fold down the end and you have a complete cartridge.  The "bullet" is made from paper towel.

Wrap 10 cartridges in provided wrapper that has a period correct stamp and you have a complete Aresenal pack.  Wrap all 40 for a complete issue for your cartridge box.
