During the Civil War the Tennessee authorities , fearful of a slave uprising, passed laws denying freed blacks the right to bear arms. The Army of the Cumberland occupied much of Tennessee in 1863 and General William S Rosecrans , in responds to large numbers of former rebel soldiers forming armed bands \"in the name of Guerrilla Warfare\" issues this Order at HQ, Winchester, Tennessee, Aug 15, 1863 calling on peaceful citizens to join in ending this reign of plunder & robbery and orders that freedmen will have the right to bear arms in self-defense. The 2pp 8 x 5\" field printed General Order is facsimile signed by Captain Henry S Thrall, Rosecrans AAG.I obtained this form the estate of Captain Henry Thrall, 2nd Ohio Infantry who had the army field print his orders with the facsimile imprint. Comes with service info- Henry Thrall enlisted age 22 in the 2nd Ohio Infantry in 1861, then with the AAG Department and died of disease a month after this order was issued by General Rosecrans at historic Winchester.Edge wear, age stains, and 2 punch holes in left margin, Overall VG.
